In the Auditor General's annual report she highlighted that in 2010 the government agreed to implement CPIN to all Children's Aid Societies by 2014-2015 at a proposed cost of $150 million. But after many delays the government announced CPIN would not be fully implemented till 2019–2020 at a total cost of $200 million, five years after when it was supposed to be implemented. Additionally, the Auditor General found that of the Children's Aid Societies that have implemented CPIN had spent $18.7 million compared to the estimated $2.8 million the Ministry gave to the agencies to help fund the implementation of CPIN. “What the Auditor General found was to pay for the $18.7 million the Children's Aid Societies had to use their own operating funds which may have impacted funds for child protection services,” Jones said. “When Children's Aid Societies have to use operating dollars to fund the implementation of CPIN, it hurts our most vulnerable children and youth.
