The resolution, arising from objections to the downloading of provincial highways onto the shoulders of local taxpayers, and then of taxing those locals to support the taxpayers of the GTA, has had widespread municipal support but no response from the province, KHR township CAO Lorna Hudder said in a phone interview. At Shelburne, CAO John Telfer said the town council agreed with the wording of the KHR resolution and with Mono council, and that the Toronto, Hamilton and GTA should not be subsidized something in the order 100% between the province and federal government while other municipalities are paying fully for downloaded services. The KHR resolution said the downloading of provincial highways and other services such as policing has created a hardship for many municipalities, and the township “is vehemently opposed to any plan by the provincial government that increases the financial burden on municipal ratepayers in rural Ontario by subsidizing the transit system for the GTA”.
