Turnstone, Shelburne disagree by $170,000


In accordance with Robbie Burns' “best laid plans of mice and men,” it would seem that even the most diligent of municipal plans can run afoul of interpretations and misunderstandings.

Such might be the case with an industrial park proposed by Joe Bojin of Turnstone Contractors, a development that's been in the books since 2004 and has frequently been an agenda item for town council ever since.

The development fronts on 30 Sideroad (County Road 11) at the corner of Victoria Street, lying between there and the Bluewater plastics recycling facility near the Second Line (northern extension of CR 11).

Turnstone's holdings include Shelburne Mini Storage units on Victoria Street. As part of the industrial park development, the town and Turnstone shared installation of new sewers and hydrants which would service both the residential portions of Victoria and the new park.

In 2011, Turnstone won site plan approval for the park. The agreement included a cost-sharing formula for the sewers, manholes, hydrants and related installations, among other things.

Those installations have evidently been completed. Now Turnstone has billed the town for $206,000 as its share. The town's engineers, Geniver and to a lesser extent Burnside, have calculated the share at just over $35,000.

Councillor Geoff Dunlop said the council's response to the Turnstone invoice Monday night is a motion to pay the engineer's calculation of $35.375 immediately. He agreed that Mr. Bojin would likely appear at a future council meeting to discuss things.

On Monday night, the council had various site plan reports from 2012 to review along with a history of non-compliance issues such as access, unapproved culverts, drainage and one complaint of dust from the undeveloped site.

In a phone interview Tuesday, Mr. Bojin was reluctant to discuss specific issues for publication except to the extent of saying his accounting is accurate, that outstanding issues in older reports have since been resolved, and that this is now an issue for discussion with the town council.

“I wasn't aware this was on the agenda Monday,” he said. “If I had known (my correspondence) was to be discussed, I would have been there.”

The Turnstone matter had been in an addition to the regular agenda package which is published online by Friday afternoon prior to the regular Monday meetings. Almost invariably, there are last-minute items added but, on such occasions, those are also published online by Monday afternoon.
